Holman is a municipal litigator who provides advice in general litigation matters.  Called to the Bar in 2005, he has experience prosecuting municipal bylaw offences in provincial court, and has represented local governments in the Supreme Court and the Court of Appeal.  His recent work includes:

 

  • defending various claims made against local governments with respect to tax sale disputes
  • advising clients on regulatory issues regarding waste management and contaminated soils
  • defending a claim by a First Nation that a local government did not fulfill its duty to consult with respect to the disposition of an industrial property
  • successfully obtaining an administrative entry warrant for a local government to enter onto property to restrain contravention of a bylaw
  • providing an opinion on legal issues arising from an unsuccessful proponent’s challenge to a Request for Proposal process
  • prosecuting a civil action on behalf of a local government to restrain contravention of a tree management bylaw
  • providing advice on bylaw enforcement issues.

 

Holman has spoken at many seminars and conferences, including APEGBC Law and Ethics Seminar (2007/2010), SFU mechanical engineering program (2009/2010), CBA Municipal Law Section Meeting (2011), BC Fire Training Officers Association Workshop (2011) and on Procurement for Local Governments for various BC local governments (2011).
